Wow, you picked a toughie, I could find nothing at all about his life, I tried a web search, Wikipedia, I even tried a citation search. I found the book itself on amazon.com. The only info I could find was that he himself published the book and the ISBN which I put here for you. Good luck with this one!

Have a look at this page, it explains various copyright laws in good detail.
If, like the first post suggests, he did indeed publish the book himself, then he still owns the copyright for 70 years after his death (from what I can make out from the link I’ve enclosed)
