A friend of son’s says she received a debit card with $8K on it and it was supposedly related to the 1st time home buyers program???

that sounds like a scam. irs calls it a TAX CREDIT for reason. if they use that card the back will come after your friend. to repay what they have spent. i would for sure call irs and ask about that card just to make sure
