I rent a house with 9other people, the heating and warm water has not been working for 9days now! Pay Rent?

We e-mail the guy we rent through and phone him and text him, and put letters asking te please fix the water and heating, but NOTHING! We want to know what we are legally allowed to do now. If we do not pay our rent, we will get a fine and may loose our deposits! We are getting ill and can not afford te stay away from classes and work!

Contact the gas and electric company and pay the heating bill. Then relight the pilot on the water heater and possibly the furnace. Then minus the bills from your rent. Be sure to keep copies of the bills you pay in duplicate. I f you still do not hear from your landlord call the police and report him as missing. Try to locate him at the local jail or check the hospitals for him. Maybe he/she is dead. If the landlord hits the roof and says you cannot do that call the local rental inspector and have him sort it out. Make sure to keep your rental unit clean before any one comes to visit.
Can you bring this out to the city council?
Legally your landlord(in England) is responsible for all plumbing,electrical,building problems.I would go to Citizens advice bureau. Although depending on the size of the property you are in its going to have to be big for the amount of people you have in.You shouldn’t have more people than there is bedrooms!!
ie: 2 single rooms 2 people 2 single rooms 1 double is 4 people!
in which case you are also breaking the law, which like someone else has said you will be asked to leave.If you are over 18 then really you should all be on the tenancy agreement, which makes you all responsible for the rent payments.
Landlords are also responsible for keeping the equipment for supplying water, gas and electricity in safe working order. Contact citizens advice for the legal way to get him to comply.
